The department conducts research and development work, as well as develops design and estimate documentation for the construction (new construction, reconstruction, major repairs) of industrial, public, and special buildings and structures.

The department carries out:

development of design and estimate documentation (production technology; architectural and construction, electrical engineering solutions; heating, ventilation and air conditioning; water supply and sewerage; estimates, etc.) for construction;
analysis of contractors' cost estimates for construction and repair work for enterprises, institutions, and organizations;

conducting technical surveys of buildings in order to obtain reliable information about the condition of building structures and engineering communications, determining their suitability for further operation or for compiling a list of necessary construction and installation works and works on reconstruction and major repairs;

development of regulatory documents governing the processes of creation, formation, maintenance, and use of the insurance fund documentation.
